To turn off the offer submission system for your account, click on account settings on the home screen. Next jump down to the section labeled, landing page settings. Here you see a few options you can toggle, one of them is "Turn off offer submissions for all my listings". Check this option and save changes near the bottom of the page and now the offer submission system is turned off.
